La Eme is a loosely structured criminal organization with strict rules that must be followed by the estimated 350 to 400 members. Most members of La Eme are comprised of Mexican-American males who previously belonged to a Southern California street gang.

Sureno street gang members often identify with the symbols XIII, X3, 13, and 3-dots (hand to the left). This refers to the 13th letter of the alphabet "M" which stands for Mexican Mafia. The gang identifies with the color blue and the words Sureno, Sur and Southerner.

Despite its name, the Mexican Mafia did not originate in Mexico, and is entirely a U.S. criminal prison organization. Law enforcement officials report that the Mexican Mafia is the deadliest and most powerful gang within the California prison system. Organization's name tattooed on member's abdomen.

The Mexican Mafia was founded in 1957 at Deuel Vocational Institution, a high-level institution in the California prison system, by former street gang member Luis (“Huero Buff”) Flores.

As of 2023, the Sinaloa Cartel remains Mexico's most dominant drug cartel. After the arrest of Joaquín "El Chapo" Guzmán and his son Ovidio Guzmán López, the cartel is now headed by old-school leader Ismael Zambada García (aka El Mayo) and Guzmán's other sons, Jesús Alfredo Guzmán and Ivan Archivaldo Guzmán Salazar.

The Mexican Mafia operate on a paramilitary structure, complete with a president, vice president, and numerous generals, captains, lieutenants and sergeants.
