We are on track to eliminate Kentucky's individual income tax, and we are doing so while providing for the necessary programs that Kentuckians depend on.” The bill helped Kentucky's income tax go down from 5% to 4.5% in 2023 before going down another half-percentage point to 4% in 2024.

Kentucky is generally a tax-friendly state for retirees. Social Security income is exempt from taxation, while other forms of income, such as from pensions, 401(k), or IRA, are exempt up to a limit of $31,110 per person. Anything above this limit will be taxed at the state's standard 4.5 percent rate.

Other Residents Non-residents and part-year residents must file an income tax return (Form 740-NP, Kentucky Nonresident and Part-Year Resident Individual Income Tax Return) if any gross income from Kentucky sources or other sources exceeds the modified gross income limits for their family size.

For 2024 the exclusion amount is 100% of taxable retirement benefits, or $31,110, whichever amount is less. The subtraction is figured for each taxpayer listed on the return. Please enter the amounts in the corresponding boxes to correctly calculate the return.

Standard Deductions for Retirees The standard deductions for 2024 are $14,600 for single taxpayers and married taxpayers filing separately, $29,200 for married taxpayers filing jointly, and $21,900 for heads of household. The Kentucky K-4 form allows employees to file an exemption from Kentucky state taxes or request that additional Kentucky state taxes be withheld from their paychecks.
