Only veterans discharged or released from active duty in the armed forces under honorable conditions are eligible for veterans' preference. This means you must have been discharged under an honorable or general discharge. Receipt of a campaign badge, Purple Heart, or a service-connected disability.

10-Point 30 Percent Compensable Disability Preference (CPS): OPM retains exclusive authority to adjudicate requests to pass over a 30 percent or more compensably disabled veteran (Title 5, CFR § 332.406(a)(l)). All requests must be forwairded to the Director for preliminary approval before being submitted to OPM.

Department of Defense, an agency that wishes to pass over any preference eligible with a compensable, service-connected disability of 30 percent or more who has applied for a position in the excepted service subject to the appointment procedures in 5 CFR Part 302 must send its request to OPM for adjudication.

If disabled, you will initially receive a noncompetitive, time-limited appointment of more than 60 days.

30 Percent or More Disabled Veteran Initial appointments are time-limited, but must last more than 60 days; however, you can noncompetitively convert the individual to a permanent status at any time during the time-limited appointment.

A pass over is an objection submitted by an agency against a preference eligible that results in the selection of a non-preference eligible. A CP-S eligible is a veteran with a service-connected disability of 30 percent or more determined by the Department of Veterans Affairs or a branch of the Armed Forces.
