Households whose income is at or below 50% Area Median Income (AMI). Households where one or more household members were unemployed for at least 90 days prior to the date of application and adequate documentation has been provided.

We are focused on eviction diversion, providing legal aid and rental assistance to those imminently facing eviction. We pair funds with tenants individually, through our lawyers, and partner organizations.

The Boulder County Regional Housing Partnership recommends a goal of ensuring 12% of the housing inventory will be permanently affordable to low, moderate, and middle-income households by 2035.

Boulder County's Housing Stabilization Program (HSP) provides short-term rental and/or deposit assistance to community members experiencing homelessness or temporary housing instability.

Interest on Security Deposits The City of Boulder legally requires that landlords return interest on the security deposits they hold for their tenants. The interest rate for 2023 is 2%. Other Program Requirements Completion of city orientation and homebuyer education class. One member of the household must work 30 hours/week unless retired or disabled. Have a minimum of $2,000 toward down payment/closing costs (these costs will likely exceed $2,000) Qualify for a first mortgage loan.
