HICS is an incident management system based on principles of the Incident Command System (ICS), which assists hospitals and healthcare organizations in improving their emergency management planning, response, and recovery capabilities for unplanned and planned events.

The Hospital Command Center (HCC) is the location of the command staff as defined by HICS. The HCC should have specific characteristics and resources to maximize functionality. The HCC will likely be activated by the Incident Commander at the time of HICS activation.

The General Message (ICS 213) is used by the incident dispatchers to record incoming messages that cannot be orally transmitted to the intended recipients.

The General Staff is made up of four sections: Operations, Planning, Logistics, and Finance/Administration. As mentioned previously, the person in charge of each section is designated as a Chief. Section Chiefs have the ability to expand their section to meet the needs of the situation.

Level 1 – Full Activation with State and National Response Framework (NRF) Coordination: A event warranting this level of activation will most likely result in a Presidential Disaster Declaration of “Major Disaster” or “Emergency” and significant local, state and federal government involvement.

The Logistics Section Chief reports to the Incident Commander and is responsible for getting all supplies, personnel, equipment, and other resources necessary to get the job done.

The HICS structure is an ICS structure specifically designed for hospitals. The principles presented in the HICS framework overlap the mission areas: Prevention, Protection, Mitigation, Response, and Recovery.
