Niceto Alcalá Zamora (born July 6, 1877, Priego, Spain—died Feb. 18, 1949, Buenos Aires) was a Spanish statesman, prime minister, and president of the Second Republic (1931–36), whose attempts to moderate the policies of the various factions led eventually to his deposition and exile.

Following elections in June 1931 the new parliament approved an amended constitutional draft on 9 December 1931. The constitution introduced female suffrage, civil marriage and divorce. It also established free, obligatory, secular education for all.

On 28 January 1930, the military dictatorship of General Miguel Primo de Rivera (who had been in power since September 1923) was overthrown. This led various republican factions from a wide variety of backgrounds (including conservatives, socialists and Catalan nationalists) to join forces.

On July 18, 1936, troops under the leadership of General Francisco Franco began an uprising against the democratically elected government of Spain. This revolt quickly escalated into a civil war. The Spanish Civil War is sometimes called a prelude to World War II.

Internal Displacement and Spanish Refugees When the Spanish Civil War ended in 1939, with Franco's victory, some 500,000 Spanish Republicans escaped to France, where many were placed in internment camps in the south, such as Gurs, St. Cyprien, and Les Milles.

In response to the anti-monarchical campaign, King Alfonso XIII decided to flee to Rome and a provisional government was established, headed by Niceto Alcalá-Zamora. On December 9, 1931, a new Spanish constitution was adopted.
