It establishes policy for student administration, conduct and documentation, information management system responsibilities and provides management guidelines for all Air Education and Training Command (AETC) formal flying training programs and units that fall under Nineteenth Air Force (19 AF).

It provides guidance and procedures necessary for Air Force Recruiting Service (AFRS) personnel to recruit and select from civilian sources, a sufficient number of qualified persons to meet Air Force manning requirements, without regard to race, color, religion, sex, or national origin.

AFI 36-2605, Air Force Military Personnel Testing System, was superseded by AFMAN 36-2664, Personnel Assessment Program.
