Existing law allows the Department to require a firearms dealer to charge each firearm purchaser a fee, called the DROS Fee, for the transfer of one or more firearms at the same time to the same transferee. This fee is currently set at $19. As of January 1, 2020, the DROS Fee will be $31.19.

The DROS Entry System (DES) is a web-based application used by Firearms Dealers to report the sale, loan, transfer, redemption, and acquisition of handguns and long guns to the California Department of Justice (DOJ), Bureau of Firearms (BOF).

When you buy, transfer, or are loaned a firearm in California, you are generally required by state statutes to wait for ten, 24-hour periods after the DOJ receives the DROS application (through their DROS DES system) before you can take possession (delivery) of your gun.

All completed DROS forms must be retained for three (3) years from the date of sale. Dealers who are also Certified Instructors and have issued Firearms Safety Certificates (FSC)'s must retain FSC documentation for five (5) years. Once the retention period has been met, all documentation can be destroyed.
