CITES listed plants and plant products must enter the United States through a "Designated Port". In addition to USDA permits, the U.S. Fish and Wildlife Service (FWS) issues export and re-export permits for CITES or ESA-protected plants leaving the United States.

An export license is a document issued by government bodies allowing registered companies or individuals to legally ship goods that are otherwise restricted.

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) protects many species of animals and plants to ensure that commercial demand does not threaten their survival in the wild.

The maximum penalty is a 7 year prison sentence and an unlimited fine. You must apply for a permit or certificate to import, export or re-export any living or dead plant or animal (or any of its parts) that is listed by the Convention on International Trade in Endangered Species of Wild Fauna and Flora ( CITES ).

CITES documents are valid only if presented for import or introduction from the sea within the period of validity (before midnight on the expiration date) noted on the face of the document. (1) An export permit and re-export certificate will be valid for no longer than 6 months from the issuance date.

To apply for an import licence, you should complete an application for an import licence form and return it to the RPA . You can email your licence application to us or send it by post. If you wish to submit by email then you will need to be pre-approved to do so.

The CITES permit system is the backbone of the regulation of trade in specimens of species, included in the three Appendices of the Convention. Such trade should normally be accompanied by a CITES permit or certificate.

Who administers CITES? The CITES Secretariat, based in Geneva, is responsible for administering the treaty. The Secretariat itself is administered by the United Nations Environmental Program.
