Upon a vessel's arrival to a facility and prior to any passenger embarkation or disembarkation or cargo transfer operation, the FSO or Master, VSO, or designated representatives must sign the written DoS.

The DoS is a bilateral page security agreement reached between a vessel and a port facility or between two vessels, specifying the security measures each will implement.

The DoS is effectively a contract between a ship and a port facility or a ship and another ship that confirms the security responsibilities of each party during the ship/ship interface or ship/port interface. On an operational basis, a DoS may be requested by either a PFSO or SSO within the terms of the ISPS code.

5.1 Contracting Governments shall determine when a Declaration of Security is required by assessing the risk the ship/port interface or ship-to-ship activity poses to persons, property or the environment.

A ship can request completion of a DoS when: 1. the ship is operating at a higher security level than the port facility or another ship with which it interfaces; 2. there is an agreement on a DoS between Contracting Governments covering certain international voyages or specific ships on those voyages; and 3.

DOS is a written agreement between port and ship. Circumstances in which DOS is required can be clearly explained in the ship security plan. DOS is required in the following circumstances: - When a ship is operating at a higher level than the port facility. When there is a security threat or incident.

Many ships or companies requires DOS to be completed at every port & ship operation. This is not required and in doing so we are just wasting paper and energy on something that is grossly unnecessary.
