Getting your New York driver's license reinstated is a two-step process—depending on the severity of the violation, this process could take a week or sometimes years. You'll have to pay the state's reinstatement fee and submit the correct paperwork before you get your driving privileges back.

License revocation When you have been convicted three times for DWI, refusals, or a combination of convictions and refusals within a 4-year period, you may have your license permanently revoked.

To get a new license, or permit, or to restore your privilege you must re-apply to the Department of Motor Vehicles (DMV) once the revocation period is over. You may be required to pay a license re-application fee. Your application may be denied if you have a poor driving record or refuse to meet DMV requirements.
