If manual page breaks that you add don't work, you may have the Fit To scaling option selected (Page Layout tab -> Page Setup group -> click Dialog Box Launcher Button image -> Page). Change the scaling to Adjust to instead. On the picture below, you can see 3 horizontal page breaks added.

Viewing page breaks To view manual page breaks, paragraph marks and other non-printing characters in Microsoft Word: Click the Home tab in the Ribbon. Click Show/Hide ¶ in the Paragraph group Paragraph marks, tabs, spacing and manual page breaks will display but will not print.

Go to Layout > Breaks > Page.Click or tap in the document where you want a page break.Go to Insert > Page Break.

Click in the section that now starts with a Next Page break that you want to change back to Continuous. From the OS X menu at the top of your screen, choose Format>Document. Select the Layout pane. Change the Section start: dropdown to Continuous, then OK out.
