This mission begins after completing Inside Job, Taking Independence, Old Guns, Form Ranks, and becoming an enemy of The Institute. This quest is part of the Minutemen missions. Doing quests with Brotherhood of Steel until the quest Spoils of War, which takes the fight to The Institute, and makes them hostile.

To do that, use the nearby workbench to build and place two medium generators next to the Radio Transmitter. Then while still in the build mode, attach a wire between the generators and another one to the Radio Transmitter. Finally, activate them all to get everything running.

So basically just go through the following steps: Disable the radio mods that don't work. Load your saved game (and accpet the warning about mods being missing) Save once/use the survival exit save. Enable the mods again. Load the save, now it should be working again.

Standard Start Activate the Workshop. (This makes the Settlement owned by you.) Build, power, and activate a vanilla Recruitment Radio Beacon. The Sim Settlements 2 questline will start shortly after you do this. A Stranger will appear in your Settlement.

Once the Sole Survivor has recruited at least four settlements to the Minutemen cause, this quest can begin. The next time Preston is talked to, he will bring up the idea of retaking the Castle, suggesting that the radio transmitter there would help with communicating with the growing number of allied settlements.
