For many years, garbage disposers were illegal in New York City because of a perceived threat of damage to the city's sewer system. After a 21-month study with the NYC Department of Environmental Protection, the ban was rescinded in 1997 by local law 1997/071, which amended section 24-518.1, NYC Administrative Code.
If you do not separate your recyclables and composting from trash, or if you do not properly separate and set out recyclables correctly, you may receive a fine. Buildings with 1 to 8 units: $25 for the first offense. $50 for the second offense.

Certificates of Disposition are available from the clerk's office in either the Criminal Court or the Supreme Court, Criminal Term, both trial courts in New York City. It is also available in all other city courts in Upstate New York, for example, Binghamton, New York, and Plattsburgh, New York.
