California Application and Order for Health Insurance Coverage

You can apply for coverage through Covered California at any time if you experience a qualifying life event. Medi-Cal enrollment is year-round, and you don't need a life event to apply.

You can apply online on CoveredCA.com. This single application will let you know if you qualify for coverage through Covered California or Medi-Cal. You can also apply in person at your local county human services agency or by phone by calling Covered California at (800) 300-1506, or use one of our certified enrollers.

According to Covered California income guidelines and salary restrictions, if an individual makes less than $47,520 per year or if a family of four earns wages less than $97,200 per year, then they qualify for government assistance based on their income.

The federal threshold is 400 percent of the federal poverty level (FPL). In 2020 that number will be $49,460 for an individual, $67,640 for a couple and $103,000 for a family of four. The state of California will supplement those subsidies for taxpayers with higher incomes, up to 600 percent of federal poverty level.

Medi-Cal is California's Medicaid program. This is a public health insurance program that provides free or low cost medical services for children and adults with limited income and resources.
